Go and speak to the guy at the window (5), and he will reveal himself to be Valus le Nanti, grab the Sealed Letter and disappear. He leaves behind an open chest, if you click on it you will get Aurora Diamond x 10, Nature Diamond x 10 and Rainbow Diamond x 10.
